Polarization and dysfunction on Capitol Hill is nothing new. But some argue that it’s now worse than ever. In an interview recorded just prior to the passage of the recent historic stimulus bill, Michel Martin sat down with two former senators who know a thing or two about the so-called “greatest deliberative body in the world.” Earlier this year, Republican Chuck Hagel and Democrat Chris Dodd – along with 68 other former senators – signed an open letter condemning growing partisanship in American politics. They explain why they think Congress is failing, why the Senate is to blame, and what the answer might be.
